Personally, I would avoid putting network cabling next to long runs of electrical wiring.
The networking cables can be there... however, definitely should be tied to the opposite metal stud, and not dangling the way it is now... they dhoyld be as far away from the electrical as possible... they should also not have the network cables in front of the crossbar.
