A Witness
Is a trusted Steemit user who produces Blocks in the blockchain and keep the platform decentralized and running. every round (about 1 minute) one of the 19 most voted witnesses produce the blocks and normal steemit users can vote for any witness they like to be one of them.
I researched the topic a bit before answering, I'm still not sure if I understand correctly.

STOPA steemit witness is a guardian of the steemit blockchain, they are responsible for producing new blocks on the steemit blockchain
Simply put. A STEEM witness is a person who operates a witness server (which produces blocks), and publishes a price feed of STEEM/USD to the network.
