A Cryptocurrency Index for the EOS Blockchain?

I recently discovered the ICO Alert podcast and was listening to episode 013 at https://www.icoalert.com/podcast/crypto20-an-optimized-low-fee-cryptocurrency-index/ about the Crypto20 Index. Daniel Schwartzkopff, the Founder & CEO of Crypto20, makes a compelling case and the returns from his testing of the algorithm earlier this year seems promising.

UNFORTUNATELY, residents of the USA (land of the "free"), Cayman Islands, a few other countries, and now most probably China, are prevented from participating in the pre-sale and sale of the token. This is unfortunate, but probably because C20 is trying to avoid persecution by the SEC mafia.

But wouldn't something like this be absolutely killer on the EOS.IO blockchain? Does anyone know if any development efforts are being made towards something similar on EOS? If so, I'd love to know about it.
