If you are not, it is a $400B program that came out of the CARES Act, it is specific to businesses with W-2 employees.

The basic requirement for a business (to include non-profits) to apply, have between 2 and 500 W-2 employees and their business had to have been negatively affected by COVID (supply chain disruption, loss in revenue, full or partial shutdown). For businesses that qualify for ERC, they can receive up to $26,000 per employee.

Please note, ERC is NOT a loan program, essentially it's a stimulus check for businesses and there is no requirement how the business spends the money!

As for how much the business is charged, they reimburse the accounting firm from the proceeds they get back from the IRS. And please note, each business is “pre-qualified” so before they move forward, they will have a fairly accurate idea of how much they will receive from the IRS.
