Down vote abuse ! maybe this could work
getting downvoted not a great feeling - the first response is why are you attacking me. you feel attacked that is the first reaction.
upvotes are likes and downvotes are dislikes they are both equally strong feelings (my opinion they are on the same scale).
i see a post my reactions are 1 -i like it. i dislike it . or i just ignore it .
if i ignore it i ignore no reaction
if i like it i give it an upvote
when it comes to dislike i cheat instead of down voting i chose to ignore , because it's easier (smarter) and the perception in here is build that a downvote is hate not a dislike.(I think that is not right)
what if we come up with a system that makes dislikes the norm something acceptable by everyone.
my suggestion is
make downvotes cost not like flags use to before but make it cost on you if you don't use it.
*e.i my upvote is worth 10 in a day i only upvoted dint downvote.
the next day my upvote is worth less lets say 5. someone can do the math better.*
what do you think is this something we can work with? what problems do you see ? how do you see this playing out.
one problem i see as of now is that little accounts risk not earning anything 0.
maybe put a ceiling downvote can be 50% of payout max.
how would this play with auto votes ?

It's an interesting idea. One potential problem I see is that everyone might just "jump on the easy target" and all downvote the same post. But if you only get the downvote benefit to the amount that you reduce the post rewards, I guess that's easily avoided. In other words, downvoting a zero value post wouldn't get you any downvote benefit, so you would have to find posts that hadn't already been downvoted into oblivion.
I think I have similar opinions to you when it comes to up or downvotes. But I think forcing people to Downvote curate my not be an easy sell to the community.
Unfortunately I don't have any solutions but I would like to see PeakD give downvoting it's own button in the interface. This may encourage more people to use it.

You will affect the reputation of the "target" whose post you downvoted if your reputation is higher than them though. That is why I am not in favor of forced downvoting, unless there is a way to downvote a post without reducing the reputation of the post owner.
I remember the user called likwid (I intentionally omitted the @ tag to avoid notifying them) who said at one comment that they automatically downvote users whose downvote mana is at 100%. While they want to enforce the same rule that you want, I strongly disagree with their "punishment" of downvotes that will not only reduce your rewards, but also your reputation. Nowadays, they went further as to downvoting posts about entertainment (and upvoting only posts about cryptocurrencies).
That said, my opinion on this matter is that I don't want users be forced to downvote others, just because of the "stigma" that downvoting a post means that you hate the post (or the poster). I believe that every user has all the rights to their own Hive account(s), which means not using a power when they don't feel like it.
Just for you to know, I personally like using my downvote mana to reduce the rewards of spammers and obvious autodownvoting (for no reason) users (such as mmmmkkkk311).
By the time anything like this might be implemented, I think it's safe to assume that the existing reputation system will have likely been replaced by something that works quite differently.
