is Masternodexchange.com a legitimate site? or are they a pump for one coin?

the site claims to be down due to DDoS attacks yet you can clearly see that they are using cloudflare, of which claims they can handle DDoS attacks with as little as 15 minutes of preparation on the site holders part, meanwhile the site has been down over 2 weeks now. Is masternodexchange lying? or is cloudflare lying? what is really going on? and why is a coin that is not listed anywhere else showing massive growth of trading action?
