Does Bitfinex goes Bter way?

Almost two year ago bter.com exchange was hacked. (http://www.coindesk.com/bter-nxt-bitcoin-exchange-hack/) After hack they returned about 10% of btc and the rest they promised to return latter.

Almost two years have passed but they do not return absolutly nothing. Despite this they are still in the game.

Now bter promissed to return 64% immediately and the rest latter. (http://blog.bitfinex.com/uncategorized/bitfinex-interim-update/)

Does Bitfinex goes Bter way or they will be more fair?
