American, Suspect Shamar Duncan, murders 1 and severely wounds 2 other Dutch Soldiers while on base in Indianapolis, Indiana

It's hard right now to find anything about this suspect, Shamar Duncan, but I believe I found his receipt for a Federal PPP loan he took out last year in Indianapolis for a business: https://www.federalpay.org/paycheck-protection-program/shamar-duncan-indianapolis-in
I also believe I did find his actual videos when he was a wrestler in the millitary academy he went to for highschool :

Was the shooter a soldier or a civilian, though?
The suspected shooter, Shamar Duncan, is an enlisted army soldier in the US millitary. Reports right now are that the suspect, Shamar Duncan, drove by in a car and shot the 3 dutch soldiers as they were standing outside of their hotel.
