They are here, they are exceedingly rare.
Usually because of something they said that didn't find favor with the folks flagging them.
Supporting 'free speech' is much harder than supporting agreeable speech, folks often fail to distinguish this difference, engage in doublespeak, and flag as a result of it.
Most likely you are doing something that 'the community' doesn't like.
You can tag the largest flagger, they will top the list of flags, and maybe you can get an answer, maybe not.
You can ask me, but all I have is probablities.

Da muss ich mir doch mal meine Steemit Logins raus suchen, damit ich da auf den laufenden bleiben kann.
Bis zu der Aktion hatte ich von den Haufen nicht viel bis gar nichts mit bekommen. Nur vor paar Jahren, wurde ein Kumpel tot gevotet, weil er öffentlich einen der Leute zurecht und belegbar Kritisierte. Der Account war nicht mehr nutzbar.

I have been unfairly downvoted for commenting “Thank you” as a reply to a comment via Ecency Waves by this account.
This isn’t classed as “low quality” because there is a character limit on that dApp.
I have read the post above and assume this is an automatic process based on someone else’s downvote for some strange reason so I do not carry any animosity towards you.

They have been trying to bully me with downvotes and words but it doesn't affect me I've been online for over 25 years
So I've dealt with people like this before it's nothing new

Some people don't want discussion they want conformity. The moment you question the system, challenge a belief, or share a different perspective, the attacks begin.

The user has repeatedly disrespected the communities in which posted by refusing to stop plagiarising (stealing) other people's photography and also using AI generated writings. Fraudulently creating fake stories to deceive the community. Then falsely claiming that the photographs are of her ownership. When asked for evidence by verification of the sources, refused to do so. Also refused to verify legitimacy of Hive account by ignoring requests to verify the account via legitimate social media. The user was not posting in the "dark" because received clear posting guides about plagiarism and AI use, which were completely ignored. Besides, it's a common knowledge around the world that using someone else's work/content to falsely claim authorship of, is considered socially reprehensible. I am not sure why you are defending such actions. It's interesting that your account has hardly had any engagement with Hive community throughout the years but suddenly jumped into commenting here.
The reason I'm responding is because I've experienced the same thing myself. There are a few people who seem to show up just to downvote. When you ask why, they stay quiet. No explanation, no discussion, no attempt to engage just a downvote and then they disappear.
I have no problem with people disagreeing with me. In fact, I welcome criticism and different opinions. If I'm doing something wrong or posting something that doesn't belong, I'd much rather have someone explain it to me. There are people here who have been part of this community much longer than I have, and a little guidance goes a lot further than a silent downvote.
What makes it frustrating is that it's often the same people over and over again, regardless of what the post is about. It's not a variety of members expressing different opinions; it's the same handful of individuals. So I completely understand her frustration because I've dealt with the same thing myself. Honestly, it's one of the reasons I've stepped away from the community at times.
To downvote without any explanation feels more like a personal attack than constructive feedback. If someone disagrees with what I said, that's completely fine tell me why. Start a conversation. Share your perspective. But repeatedly downvoting and refusing to engage doesn't help anyone learn, grow, or understand a different point of view.
The use nc6 was receiving upvotes until a few years ago. That's why it quickly reached a reputation of 59 (now reduced).
Regarding your posts. Maybe because some posts contain AI-generated images without clearly mentioning it.
Or maybe downvotes were given by some for some opinions. Or maybe because you are using abandonware called SoMee, while there are plenty of other options suggested for microblogging. Also, no engagement could be seen as an attempt to get rewards without contributing to the community.
It's hard to guess the reason. It's best to try asking them.

As for the images, they're cartoons, so I honestly didn't think I needed to label them as AI-generated. But I suppose there's a warning label on bleach for a reason.
