Did the second (30days) payout disappear?

There are mentions of two payouts in the whitepaper and in some old help and FAQ articles; but I can't see any recent explanations on that. Has this second payout completely disappeared when the 24h renewable first payout was extended to the fixed 7 days payout we now have?
Or is there still a first payout after a fixed 7 days, and a second one happening a bit later?
Also, what about upvotes after the last payout occurred? Is it still allowed, does it lower your voting power, does it bring money to the author?
