They've been talking about doing something with the homeless population for quite some time, the push to find vacant land wasn't to put FEMA shelters within the city limits but to find vacant land they could put their tents up on to get them off city sidewalks after organizations and the homeless bulked at the idea of locating them in FEMA housing away from the resources that homeless people utilize. Now I can firmly believe that into Dec. and Jan. as word was starting to spread within China that people were getting sick this could have been picked up on by intelligence sources who shared it with the current administration. At that point it became crucial to find a way to deal with the homeless situation if they suspected the Chinese were holding back on a potential severe outbreak of another corona virus. I don't know where the purchase of the hotel even works into your conspiracy, fully knowing what they are dealing with at this point it's only common sense that at some point the homeless could be inflicted and there will need to be somewhere to put those who are mildly ill so as they don't spread it to other homeless people.
