Are we assuming bad intentions or just watching?
watching, what seems strange and that there are many people who follow the rules and share the posts and then be re-evaluated by the @hivewatchers with a rehabilitation program (which is to share original content over a period of time).
In this case the user simply created a new account, and this does not make sense, if it were so easy to leave the blacklist, what sense do create blacklists?
