Tor for Ethereum?

Im trying to think of a good DAPP for Ethereum. Something that has real value. A lot of DAPPs that I see listed online are crap. Like, "Pay 0.001 ETH and have your image added to the block chain for ever!!" Or like, "play rock paper scissors".

So what I'm wondering is this. Is there any value to implementing an onion routing like system for payments. The idea being if the government figures out that my name is associated with my ETH id through coinbase deposits or something, they can see everyone I have paid because its on the block chain. But if there was an onion router, I would do something like "hey onion router, pay Joe 2 ETH, and route it through 5 steps". and the Contract would take the money, split it a few times randomly, move it around through other ETH wallets which have been set up to also route, until eventually ending it up at its real destination.
