Youtube allowes a preliminary upload with an immediate notice BANNED IN ALL COUNTRIES (I've seen it before for the Dieudonne's 2012's comedy L'ANTISEMITE), it also provides a dead-bit shreded quality of that restricted video even for a private viewing.
