What does it mean?
Again I'm still lost about the rules/terms of steemit so I don't have any idea with the "time to recover" part lol. Hope someone can enlighten me.
AND seems that I am in the bottom of the chain thus can't comment to my liking (limited) or even reply to you guys! It really makes me frustrated.
I'm thinking of starting a group? Maybe 5 people for now so it will be manageable to exchange upvotes. If there's someone interested just let me know :)

It will gather better and more development is rolled out but for now, there is a limitation to where you have to wait for bandwidth to recharge or power up to get more. Unlike before, where there was mostly only steem, there is now close to 400 apps on steem and many are games etc needing many transactions within seconds compared to a sparing number of posts and comments, thus, there is now a cost per se to transact but it is getting better. other options is to get a delegation etc.
If you are using ulogs.org there is provision to get an extra delegation where you can comment or vote for instance. So where you experience a shortage, you can continue the experience on ulogs.org where you can also access all of steem and ofcourse ulog too
