how is this determined

it prevents abuse by tracking who votes and whos received votes, just keep posting and it will give you your outstanding votes. ot makes a best effort to keep you on track numerically with the other users, you will get all your outstanding votes as fast as possible so if your unavailable to post for a while your account will remain active voting, and you can come back and enjoy more votes.
