Curation Reward

After the hf20 update there is a change in the curation reward process. As we know that we're rewarded for supporting quality content in the form of curation rewards. When we upvote good content we get rewards according to vote percentage.
After the hf20 update now we have to wait for 15 minutes before we can upvote any content if we want curation rewards.
