Another balloon Arrangement delivery fail

So here it goes again another delivery fail. You can see that the balloons in the background deflated and the recipient had to push the balloons into the cutouts. Which made the entire piece fall apart somewhat. I need to use a better glue than hot glue gun. I also need to figure out another way to keep the balloons inflated for a longer period of time.

To the left is how it should have looked. And the picture off to the right is the delivered product via mail.

Please share your thoughts what do you think I could have done to get the delivery they're fully and Tack?
