Scale Invariant Universal Consciousness
In a recent peer reviewed article published in NeuroQuantology scientists from the Netherlands lay out a philosophical framework for the possibility of scale invariant universal consciousness.
At its core this suggests that our current understanding of consciousness and its direct lifeline to the human brain is faulty and that consciousness exists outside the brain in a fractal environment.

If this postulate stands true it would be understood that due to the fractal nature of consciousness the size or scale at which one is operating in reality does not depend on a certain level of complexity found at a macro level but rather consciousness is nested within itself utilizing the same blueprint at different scales.
The classical way of understanding consciousness is that consciousness is only established as an organism gains a certain level of complexity. This is why in the modern understanding animals of smaller degree are viewed as less conscious and therefore are deemed more ethically usable. Chickens are slaughtered without any regard due to the belief that they are nearly unconscious. Insects have it worse off.
If proven true it also allows for the notion that the brain itself is essentially a black hole or rather an event horizon in which all sensory information both observable and unobservable pass through to produce a point of conscious thought. This would also be symmetrically scalable at any level of reality thus allowing for consciousness to exist in any degree or order.
