Looks like is getting impossible for a little fish to earn anything via curation rewards or author rewards.
Are the big whales going to be the only players here?

Whales and bots.
I'm not sure. I think if you get lucky and a whale upvotes your post, you can get a decent amount. Over time, this might slowly spread the steempower among a larger set of users. Or it might stay concentrated as the whales are the only ones who can get their posts to the front, and hence the whales usually upvote only other whales posts.
It's too soon for me to say how it will end up.
