My intelligent gameplay continues.
So I was able to finally save up to upgrade my crack house... then decided to build my training facility... despite battles being disabled, despite not having enough gun production to support building units, despite being farther away from upgrading my guns because I wasted my drugs on the training facility.
A true expert!
