Bitcoin and SegWit2x

Can someone please explain how Bitcoin and SegWit2x would partner? There is noone in charge of Bitcoin, so do the miners get to vote on it?

Also, does SegWit2x get paid for allowing Bitcoin to use its software?

Sorry, I am very new to cryptocurrency and am trying to learn.
