Fish Friendly Refuse Collection Idea

I saw an Australian invention for collecting garbage, it was a simple net over the end of a culvert; great idea. As I inspected the image in the post, I realized that fish could be harmed, although it was a simple idea, I wondered if I could do something better in my mind. Attached is a diagram, hopefully you can figure out my suggestions for a similar solution.
