Heck of a question...awaiting a knowledgeable reply. I got verified so I thought it was that, but not really sure.

It means that author gets post reward in 100 % steempower. It is reward payment option that author can choose to show their support to steemit.

It means the post is 100% steempowered. So, if you are splitting it 50/50 or none at all then it will not have the steem sign.
