Are Racial IQ Differences the Result of Government? [Response to The Academic Agent]

In a recent video, The Academic Agent argued that IQ, in reality, is "a consequence of economic prosperity rather than its cause." How that explains the racial IQ gap here in the United States is anyone's guess.
