Difference between Paris and Mogadishu?

A blast in Mogadishu left 230 dead and a few hundreds more wounded.

Why is it that when a smaller blast happens in Paris or London or Madrid all the social networks are filled with waves of empathy and many people are interested in the subject and when a bigger blast happens in Somalia (in this case) or Afghanistan, almost nobody cares?
